Overview
The Middletown Foundational Frameworks are at the core of our educational vision and priorities. This interconnected set of guidelines inform our work of preparing all MPS graduates as globally-minded, well-rounded individuals ready to thrive in the 21st century.
Portrait of a Global Citizen (PGC)
At the heart of the Middletown Foundational Frameworks is the Portrait of a Global Citizen (PGC). This articulates the specific skills and dispositions that we strive for all MPS graduates to possess upon leaving our schools.
Our portrait is comprised of seven (7) attributes, each with its own definition. The seven attributes state that MPS graduates will be highly-developed in collaboration, communication, creativity and innovation, critical consciousness, critical thinking and inquiry, empathy and self-awareness, and problem solving.
Each attribute is further broken down into Grade band “I can…” statements. Each grade band states what students will be able to do proficiently by the time they leave that band. With the overview and “I can…” statements established, we can begin to actualize the portrait.

Standards Based Grading (SBG)
We are in the early stages of transitioning to a Standards-Based Grading (SBG) system. This will allow us to better align instruction and feedback to the PGC, as well as clearly communicate each student's progress towards achieving the desired attributes.
Strategic Operating Plan (SOP)
Our Strategic Operating Plan (SOP) organizes, prioritizes, and streamlines the systems-level and district-wide work necessary for our educators to execute the IV. This allows our entire school community to focus our collective efforts towards the PGC.
Our Strategic Operating Plan (SOP) for 2024-2027 is titled "Thriving Together: A Journey Toward Empowerment and Growth." This plan reflects the collective vision of the entire Middletown Public Schools (MPS) community—educators, families, students, and partners. It is designed to elevate our academic standards while nurturing the social-emotional well-being of our students, ensuring their success in all facets of life. The SOP is built around four key pillars:

- Supporting Our Middletown Community
- Communicating with Clarity and Consistency
- Fostering Relationships and Belonging
Each pillar is supported by specific goals and initiatives, guiding our efforts to create an environment where every student can thrive.

Evaluation Support Plan (ESP)
Our Educator Evaluation and Support Plan (ESP) has been designed to help teachers continuously improve their enactment of the IV.
Instructional Vision (IV)
Our Instructional Vision (IV) outlines our model for high-quality instruction and the key practices to put it into action. By aligning our schools and classrooms to this IV, we believe our students will attain the skills and attributes of the PGC.
The Instructional Vision for Middletown Public Schools emphasizes nurturing the unique potential of each student by delivering a student-centered, collaborative education that adapts to data and promotes critical thinking. The district is committed to ensuring that all students receive equitable, high-quality instruction that incorporates social and emotional learning, preparing them to thrive as future-ready, global citizens.
